[1.12] Redstone/Observer/Piston - Observer detects. Redstone lights up. Piston does not fire

I have a setup with observers attached to redstone for an automated sugar cane farm. on state change, the redstone lights up behind the observers. but the pistons below them do not fire...

Came here searching for bugs that might cause this.

The world is upgraded from 1.12-pre7 and many snapshots prior to that.

All player data/stats/advancements were reset on upgrade. (manual)

It was working fine all thru 1.12 development.

When the sugar cane grows in front of the Observer a redstone charge is generated. Powering the redstone and going thru the dust chain. powering all the pistons in front of it to fire.

I broke a cane manually in the screenshot, the change is 'Observed' and the redstone charge generates and travels. But the pistons no longer fire.

Not sure if the bug is with the redstone, the pistons or the observer.
