Sun, moon, and/or clouds are not showing if render distance is below 4

The bug

When I adjust the render distance to 3, I saw no clouds and no sun, or, moon and stars. The same for the render distance of 2.

But when I adjust the render distance to 4, I can see clouds and sun, or, moon and stars.

This is probably due to render distance fog

Confirmed for 1.13.1.

Confirmed in 19w45b.

Maybe it's to spare performance for the most extreme case of slow hardware? Anyway, it's still present in 1.16.1.

Can confirm in 21w18a. Stars also seem become dimmer the lower the render distance goes.

@unknown That seems different from what other people were experiencing, so maybe yours is the new MC-226970. Please check again in 1.17-pre3, once that is out.
