There's just single or double oak log blocks everywhere instead of large oak trees. Noticed this in Forest, Jungle and Jungle Edge biomes so far. Also tried to grow large oaks with bone meal, which gives the same result, so I assume this is a general issue with this type of tree.
UPDATE:
After further invesitgation, we can tell that the stumps are actually the so-called "balloon oak" variant generating upside down. They only generate leaves when air is underneath though, as sometimes visible in caves. The following superflat preset shows the issue very well:minecraft:bedrock,10*minecraft:air,minecraft:grass_block;4;decoration
The actual large oak trees with branches don't seem to generate at all, this issue was moved to ticket MC-124952.

No they aren't, even underground there's only stumps

@ [Helper] Les3awe I think my ticket offers a better description of the issue. This bug is specific to the large oak trees, you can even try to grow them yourself with bone meal and still get stumps. MC-124887 doesn't go into detail at all.

Good observation, NeunEinser, looks like it actually is the so-called "balloon oak" variant that generates upside down and most of the time missing leaves underground. Will edit the ticket to correct this and add your superflat preset. The standard large oaks seem to be missing completely in all biomes.
