[MC-125248] Invisible water next to transparent blocks / culling

The Bug

Placing a transparent block like a half slab next to water blocks, the water blocks do not render their sides.

If you place two half slabs like in the attached gif, the water actually becomes completely invisble, even from the top.

@Mods You probably want to update the description of the original issue then, because it does not go into detail at all (I can't really decipher that description). Already attached my gif there.
