The bug
Ocean monuments occasionally don't generate correctly. Rooms are not where they are supposed to be.

I couldn't reproduce it either after testing the three seeds once.
However, the description states that it is seemingly random and does not happen every time. So I am not confident that it is indeed fixed.
Still an issue in 1.13, see MC-134094.
I see this issue too... 1.13.1 no mods. The right hand side here is like part of the treasure room the left hand side is another room overwriting the treasure. (The sponges and water lower water level are my explorations of the monument.)

This isn't working with tp or teleport, except for those cases, where the buildings have already been generated corrupted before.
In my opinion, this corruption is caused by lags while exploring new areas, very much like those other corrupted buildings.
When exploring new worlds by vehicle or sometimes even afoot, there are plenty of lags, that might be the source of those corrupted buildings.
I guess that's why the buildings are NOT corrupted when you teleport to them, because then, the new areas are generated in one single big try.
I base my assumption on the fact, that → all the corruptions I observed take place at cluster borders.
