But still lava above water don't turn pure water below into stone.
You're looking at the transitions section.
It lists the transitions between certain states of this report (the state of this report is currently "Open"). You can see all the possible states and transitions if you click on the "View Workflow" link.
In this case, @unknown updated the report 2 minutes and 3 seconds after it was created ("Time in Source Status"). He did that once ("Execution Times"). In fact, I've seen "Execution Times" higher than 1 very rarely only.
If I would now close this report, it would say "Transition: Open → Resolved, Time In Source Status: 2d 3h 24m, Execution Times: 1". I won't obviously.
Found this in my game as well. Lava just sits above water instead of turning the water to stone. However, water placed underwater does turn into obsidian.

TP and you will see that the water falls and the lava falls, but then the lava stops magically above the water, doing nothing.

Waterlogged blocks intentionally do not transform into ice, cobblestone or obsidian.
