Drowned mobs run for water during the day, even when it rains or when they are under a roof.

When rain lasts from night into the day, Drowned run back for the water instead of staying on land even when they are chasing villagers. They don't catch fire, but act like they do. Regular zombies will continue to chase villagers.

Confirmed. Best way to reproduce this is to set the time to night and the weather to rain, drown a zombie (edit: or spawn a drowned), and then spawn a villager. The drowned will now chase the villager.

Now set the time to day, while it is still raining. The drowned will immediately run towards the next water puddle.

Keep in mind that MC-127247 exists when testing this. Actually, this bug is the cause of MC-127247.
