[MC-127588] Lily pads can be placed on all waterlogged blocks

Lily pads can be placed on waterlogged blocks even when no water is visible on the face of the block or in other situations that seem illogical.

It seems reasonable in some cases, but not all. Upside down stairs/slabs, signs, and trapdoors should definitely be fixed, but the others seem somewhat reasonable.
