[MC-128329] Seagrass interferes with village bridge generation

The bug

Because seagrass can now generate in the top block of water, and one block below, and can extend up one block through the water, village bridges only generate where there's water and no seagrass, so there are gaps where seagrass spawns.

I have been able to find what appears to be the described behavior, but ultimately am unsure if the bridge generated first and the sea grass came after because the space was open, or if it was the other way around. Regardless, I will confirm this affects 1.21 Release Candidate 1.
