Nether and end biomes don't use correct blocks in buffet world type

The bug

Using buffet world type with nether and end biomes generates with stone instead of their correct blocks: netherrack, magma, soul sand, and end stone.

This same error happens when using overworld generation, in that case it can even generate with water.

The bug

The End biomes and Nether biomes don't use their special stones (Netherrack, End Stone), and instead use normal stone.

This destroys some types of "Sky Dimension" maps.

How to reproduce

  1. Select the Buffet World Type.

  2. Select the Nether Biome with "The End" or "Overworld" generation.

  3. Play it.

  4. Stone. And pigmen,

Also select overworld and type void. You just get flat stone.

Maybe when you use The Void biome it thinks your'e in superflat?

Definitely not fixed as of 1.15-pre7, this resolution seems to be completely wrong. Should this be reopened or should I just make a separate ticket?
