Ancient Debris never generates in Buffets

Ores generate based on the block they are trying to replace.
Ancient Debris can't generate inside of stone, only netherack, so even if you use a buffet world, it can never generate.
This issue is actually a duplicate of MC-128658.
You're in the overworld, ancient debris only generate in the nether. The ore is also extremely rare.
