Vines placed on the bottom of stairs act anomalously

The bug

Despite being a full block space, when trying to place vines on the underside of a slab/stairs, the placement will completely refuse to take place. However, if a block is placed diagonally to the stair and a vine is placed on that, then it becomes possible to place the vine on the bottom of the stair. Also, removing the supporting block will also destroy both placed vines, where it should really only be removing the one attached to the destroyed block and leaving the one below the stair intact. Updating the vines will delete the underside vine, without playing a breaking sound.

Glow lichen is not affected.

Affects 18w19a. It seems as though updating the vine under the stairs makes it disappear, should this be reported as a separate bug?

Affects 1.13-pre4.

Random ticks also cause the vine under the stairs to update.
