Can back this up - I'm messing around with a survival world in End Generation Forest Hills Buffet. I think the way that Minecraft sets up the spawn location is based on randomly selecting a coordinate relatively close to (0,0) +/- about 200 blocks, something like that, but it doesn't check for land.
A while back there was a similar bug, if you generate a world and spawn too far from land, it gives up and you drown before you even get out of the loading screen. Did that one get patched? Because it sounds like both are the same sort of problem.
The intended feature is that your spawnpoint is set at a grass block, but for some reason the end buffet generation ignores valid spawn points despite there being grass everywhere, and you may spawn nowhere near that point.
Despite the fact that this is claimed to be fixed in 18w19a, someone experienced this issue in 1.13-pre1; see MC-128674. Please let us know in case this is still an issue for anyone in 1.13.1.
For me it only sometimes spawns me in the void but yeah this needs to be fixed.
