[MC-129108] The back faces of cacti do not render

The inner face of cacti does not render if viewed from behind, where it probably should.

Redstone torches and such are only affected in Programmer Art.

Would this relate to MC-129481 with the improper water culling?

Although this issue is about the faces culling when they shouldn't, whereas the other issue is faces not culling.

With the introduction of the new redstone torch texture in 24w33a, all redstone components now render fully. Cacti not rendering properly is still an issue.
