Use Item/Place Block bond re-triggers too fast when set to a keybind and then pressed down

The Bug:

If the "Use Item/Place Block" bond is set to a key and being pressed down, it'll rapidly re-trigger. For example when:

1. Changing repeater ticks.

2. Changing the note of a note block.

3. Interacting with an entity, block (includes placing down blocks) and whenever using any item.

---------------------------------------------------------------

 Steps to Reproduce:

1. Press "Esc", then go to "Options" and after that click "Controls".

2. Scroll down until you see the "Use Item/Place Block" bond.

3. Set it to a key that's on your keyboard right now, for example "K", then click "Done" and "Done" again to close out of the ”Controls” window.

4. After that equip something that was written down in the list above and then hold that item in your hand, after doing that: press down the key that you just set the "Use Item/Place Block" bond to.

That's how it works with right-clicking too. This is WAI.

It does not work like that with right clicking. When you hold right click for example on a note block, notes play each 0.5 second or like that. but when you right click super rapidly very fast on a note block, notes will play on each click even if you click every 0.1 second or less. that is what happening when you bind the use control on a keyboard button. game will rapidly press the use button instead of holding it. try it yourself and you will understand the difference
