using the command:
/time set <day:midnight:noon:night>
Resets the world's current day to 0 rather than setting the time of day for the current day. This should only be able to be done using /time <add:set>

That /time set <number>
resets the gametime is per MC-51760 Working as Intended.
To set a specific day, use e.g. /time set 72000
for day 3.
The bug here is that /time set <daytime>
e.g. /time set noon
also resets the gametime. (Most probably because noon
is an alias for 6000
)
Cannot reproduce. World's game time (via
/time query gametime
) stays the same for me after updating the time using/time set
