[MC-130744] Missing Footstep particle

Missing Footstep particle in commands. I know that it's unused by the game, but with commands we can use in a lot of ways.

it got removed because it was not used.

The angry villager face is not used, therefore making that point invalid

@unknown, the removal of an unused game asset by the developers is clearly not a bug and any discussion about it doesn't belong on this site.

It was not used by vanilla minecraft, but through commandblocks and by mapmakers could be used imho.
