[MC-132445] Spawn eggs used on water do not display a hand animation

The bug

If a spawn egg is used on water sufficiently deep so that the water is targeted and not any blocks under it, the mob is spawned successfully but the hand does not display any animations. If a block is targeted instead, the hand will move.
