The bug
It takes around 20+ seconds to break a conduit with a diamond pickaxe while standing on a block underwater; additional levels of efficiency seem to have no effect.
This makes breaking or relocating conduits difficult without access to water breathing potions.

I'm using a diamond pickaxe enchanted with Unbreaking 3, Silk Touch, Efficiency 4, and Mending. I also have this issue. I'm trying to mine it from underwater, however I am standing on a block.
It refuses to start breaking in the first place. No breaking animation, takes longer than 8 seconds (can't breath this deep for longer)

I've tested this a bit more and it seems that the breaking time of the conduit becomes excessively long, after it's been activated once.
This means it's impossible to break the block when it's been deactivated again, if there's no other means of preventing drownage.
The block does break eventually and it does drop its item, so this ticket should be reworded & retitled for accuracy.
Since snapshot 19w39a, the conduit finally has a breaking animation. But it still takes longer than 15 secs to break it, with efficiency 5 diamond pick.
Confirmed @Jack's finding that there is now a breaking animation in 19w39a. Timed it at 19 seconds to break using an Efficiency V diamond pickaxe.
This is a long time, but so long as you have the conduit frame in place, you shouldn't need potions etc. If necessary, there are solutions to create an air pocket you could stand in.
This seems acceptable to me, and certainly better than when the bug was first reported and my experience was that the conduit wouldn't break at all.
The efficiency enchantment will not make mining conduits any faster. See MC-11992.
Yes indeed. Both efficiency not having any effect as well as overal mining speed being very low apply here. It is not the same thing but you're right.
With what tool are you mining them?
