[MC-136325] Statistics for mining tall plants do not increase

The bug

Statistics for mining all double tall plants do not increase, including Tall Grass, Large Ferns, Peonies, Rose Bushes, Sunflowers, Lilacs. This also means that objectives for mining these blocks will not increase.

How to reproduce

Place any double tall plant.
Break plant in survival mode.
Notice the Times Mined statistic does not increase on the Statistics page.

This is easy to check. The statistic minecraft.broken:minecraft.rose_bush will not change, but the statistic minecraft.uesd:minecraft.rose_bush will work properly when placing roses.

This bug encompasses doors as well. The statistic actually works with blocks placed with /setblock; even when given nbt data for which half, but it doesn't work if you /setblock a lower half and then an upper half on top (basically creating the full block), I wrote up a bug as well to include more info: https://bugs.mojang.com/browse/MC-164585
