The Bug
When breeding two turtles, they don't apply the usual 5 minute delay before you can breed them again.
This means you can feed the same turtles a second time without delay, and the same turtle that laid eggs the last time can also become pregnant immediately after the previous egg laying.
How to reproduce:
Breed two turtles
Wait for the turtle to lay eggs
Feed the turtle again which did not lay eggs at this moment
β β The turtle will start love mode again, and you can breed it with the previously pregnant turtle

@unknown: I don't quite understand what you mean with this part:
they don't consistenty choose which of the two is going to lay eggs,
but it seems to be unrelated to the core issue here which is that turtles don't have a breeding timer. Please file a new ticket for the separate issue and explain in more detail what the issue is.
I've lined up 4 turtles in a particular order, for testing the breeding. When I go from left to right, turtle 1 and 4 become pregnant. If I go from right to left, turtle 2 and 4 become pregnant. 3 is left out and never gets eggs. I can understand their spawning order might influence the one who gets the egg, but I don't understand why that means 3 is always left out. This is what is meant with inconsistency between who gets the eggs.
Though the issue of turtles can breed multiple times per breeding cycle has been fixed, some relative problems still exist, such as "the third turtle moving to the second turtle" "one of those turtles can digging sands too fast". (from MC-222796)
I also experience this. Turtles don't seem to be consistent in the order they breed, or in their breed delay.
