The bug
When I went on to breed two turtles in my survival world they made the sand effects but the eggs were no where to be found. So I tested this on a buffet world with nothing but beaches and they all had the same result of not laying the eggs (tested with around 5 breeding turtles).
Some do lay but most of the time the turtle do not lay a egg even when the sand particles are gone.

It seems like whenever turtles move to a different block, their timer for laying turtle eggs resets. Therefore, they lay eggs way more often if they're forced onto one block. Breed two turtles together, and notice that they lay eggs a lot faster when using the following command right as they start digging:
/effect give @e[type=minecraft:turtle] minecraft:slowness 15 6
I haven't had any turtles that don't lay eggs at all, but they take forever to do it...are you sure this isn't what is happening here? My turtles start digging up the sand, but then they stop, and do this over again multiple times over several minutes before FINALLY laying an egg.
