[MC-138529] Dyes are consumed when a sign has no text

The bug

You can dye signs without text. If there's nothing to dye, it shouldn't consume any dye.

I think that in the future you will be able to modify the text on signs. So if you dye an empty sign, you could then modify it and directly have the colour you wanted. It could be working as intended in the future
