Summary:
Dyes and glow ink sacs are consumed when used on a sign with no text.
Steps to Reproduce:
Place an empty sign.
Obtain a dye and glow ink sac.
Switch to Survival mode.
Use the dye and glow ink sac on the sign.
Observed Results:
The dye and glow ink sac are consumed.
Expected Results:
The dye and glow ink sac should not be consumed.
