The problem is that whenever I leave my house and go out to one of the open fields in my world, there are groups of Illagers everywhere, they are very difficult to defeat and it makes doing anything a pain.

I agree! On one of my saves, I have built next to a plain. On a short walk I encounter 3-4 individual patrols. It's almost getting annoying. They're op. Expecially the beast, hitting through walls and such. One thing I've noticed is how all Illagers seem to shoot at me whenever I only hit one of them, not sure whether this is a defensive reaction, but it happens. And I've got so so so many Illager banners and emeralds, I expect this to be caused by enchantments but still. Their spawn rate is too high. But I still love the characters and idea of these new mobs (:

I like the new element but i also agree they spawn way too much, they spawn almost everywhere in my long term survival, plus they are spawning all around my buildings and my 2 settlements, nowhere near and not within 100 blocks of villages.
I Started 3 new survival worlds to see if it was just that one world but nope within a few minutes i am getting attacked and killed by illagers and the illager beast.

They spawn everywhere. Even inside of villages.

Spawn Rate for Patrols should be reduced in the next snapshot.

Vindicators in Patrols are killing the game for me, you can't even start any new game because they will find and kill you before you even have resources to deal with them, even in full iron armor, they killed me right away, there's no more peaceful days in this game, I give up, if this isn't adjusted to only spawn at night, the game is now unplayable. I use 18w46a.

Created a new world with 18w46a and created a base in the plains. There are still many patrols being spawned. I think the issue is that they never seem to disappear, so they just collect over time. I built a mob spawner 128+ blocks up from the base, and when I come back, all patrols have gone. They will slowly start to accumulate over time soon after though.
I personally really don't like the fact that they are around at day time, at least not in their present form. They present too much of a danger, especially in the early game, which inhibits exploring. The only way to deal with them seems to be to hole up, gather resources, and once you have at least full iron armor and a bow with a bunch of arrows, you can go out and explore. It doesn't help that they are very powerful and in groups, which makes it tough to deal with.

I just found an illager patrol at my base, which is nowhere near any village. Is this normal? I'm not complaining, it was fun. I like the idea of action coming looking for me at my base eventually. But is this intended behavior?

I have notice that both illager patrols and wandering traders are spawning frequently at my home despite my home being over 500 blocks from the nearest village. What I would like is for others having the same issue is to check if the spawn chuck is within 200 blocks of a village. Because once all the villages died from that village near the spawn chunk, no more illager patrols are spawning near my home.
MC-139086 seems to be related to this too.
