On my server, no hostile mobs (Zombies, Skeletons, Creepers, etc.) are spawning naturally any longer.
I am not running in peaceful mode, doMobSpawning is enabled and there are no command blocks that kill any monsters. I can spawn them using spawn eggs, but none are spawning naturally at night, in dark areas / underground or even around mob spawners I found in an abandoned mineshaft.
I tried setting the difficulty to peaceful and then back to hard again, and I tried disabling the doMobSpawning rule and re-enabling it. The only hostile mobs that do spawn every now and then are Phantoms, and mostly in groups of 3 or 4.
All worked fine up until a few days ago. Sadly, I cannot remember when exactly this problem started, but it may have with the 18w48b update.
There are no log entries concerning mob spawning whatsoever.

Nope and I am in singleplayer. This isn't fixed. Honestly monsters have been decreasing in rates every update. Confirmed for 18w50a. I literally sat for 3 nights walked around in a plains biome and saw ZERO monsters spawn XD This same field did fairly well in 1.12.2 but then the 1.13 update came along and thing just keep getting worse. Please help!!! Render distance was at 12 and difficulty is at Normal. The area is dark no light sources where mobs are expected to spawn. There should be Density Tab in options for spawn rates I guess since some people have games that go crazy with spawns. I would happily trade if it was possible..
Whatever it was, it's fixed in 18w49a, monsters are spawning just fine again.
