The bug

After downloading the new update none of the mobs move. Not farm animals, hostile mobs, fish, or any of them. They will spin in place as if looking around but they will not move from that spot unless pulled by a lead. I created a new world to test this just in case the old world was glitched but the new world mobs do the same. Standing in front of a husk in survival mode did nothing. Hitting a cow causes damage and it will jump but it won't run away. Bats hover around but they don't travel. Even with wheat the cows and sheep won't follow you. They look but will not walk towards you and trying to breed them they will stare at each other but will not move towards each other. This also causes them to not grow up.

Hostile mobs do spawn and chase but baby zombies/zombie variants (baby husk, baby zombie, etc) do not. The husk I spawned earlier was a baby one so I just went in to test this then found a naturally spawned baby zombie and it still didn't chase. "Adult" zombies will chase and attack but the baby ones will not.

As stated in the comments mobs spawned by eggs do move. I spawned a cat and it ran away but the one in the village already didn't, I spawned a cow and it ran when hit but when I hit a cow that was already spawned naturally by the game it just stood there. Naturally spawned wolves are growling at a skeleton but they're not moving. Spawning one in and it will attack. Pillagers move but villagers do not.

In an existing world hostile mobs were moving naturally, but passive mobs except for a few would not move even when hit.

I sheared a stationary sheep next to a house and it died.

in addition to stationary sheep shear next to wall or fence, sheep, dies also.

I also fed another stationary sheep(s) to make baby sheep.

two things happens.  if two stationary sheeps is more than a block away. nothing happens.  if it is less than a block away, a baby sheep is born, but stationary (underneath mother) and grows far faster. after speed growth, it becomes connected, appears as an cojoined sheeps.

Am also having this issue in 19w03a; a bunch of my pigs were outside the pen when I loaded this snapshot (they should have been inside, were possibly bumped out due to space issues during re-loading?), and will not follow me back in. 

ETA: Am also seeing lots of animals seem to get pushed through closed gates, possibly fences as well.

In reply to Oval's edit just a minute ago: with difficulty, I can breed my animals, as long as they are already near enough (or are pushed closer), and the baby ones DO grow up in my game. So far I've tested this on pigs, cows, sheep, and rabbits, and breeding works fine, minus the movement issues.

Iron golems, snow golems, fishes(except puffer fishes), squids, dolphins, bats and all mobs that will disappear in peaceful difficulty can move normally, angry wolves can move by jumping but can't walk or run, playful pandas can move by somersaulting but can't walk too, polar bears can't move and stand up to attack you(they can attack you on all fours, needn't and can't stand up), pigs and horses can move by being ridden by hostile mobs(but it's very slow) or players but can't move by themselves

Probably related to this issue. I converted my word to 19w03a and my sat down dogs were standing up and suffocated in the wall once i loaded into the world.

My animals (sheep, cows, chicken, pigs, turtles) and villagers are all not moving.  I breed my chicken and the baby chick doesn't move either.

My cat teleports to me if i move to far away but doesn't change her position afterwards.
Iron golem, fish, zombies, spiders, skeletons and bats seem to move normally.

In superflat world it works mobs moving but in default world mobs not moving.

Yes in my world too! Mobs are not moving unless you hit them or lead them!

My mobs won't move unless they don't use standard pathing AI or they were newly generated without having been de-loaded from a chunk, at any point
