[MC-146387] Monsters spawning on leaves during night time

Just as the title says and as far as I am aware, mobs should not be able to spawn on transparent blocks; Correct me if I'm wrong.

This issue seems to be introduced with 19w12b, going back to 19w11b and the problems isn't there.

Edit:
Looks related to MC-146367 and every other transparent block that is a full block.

I'm very sure it is a bug. A similar thing happened with ice in the 1.13 snapshots and it got fixed, and mobs spawning on ice has also come back to 19w12b so it is expected that this and most similar bugs would be fixed.
