Retracted pistons and glass are considered block normal cubes

In 1.13.2, retracted pistons and glass were not considered Block Normal Cubes.  

An example of how it changes gameplay:
Exit end gateways did not consider retracted pistons and glass as valid spawning positions in 1.13.2. Now they do.

What should happen:
Retracted pistons and glass shouldn't be considered Block Normal Cubes, and an exit gateway should not consider them as valid spawning locations, just like with extended pistons.

This issue is extremely important for redstone around mob farms as well as other small things in the game.  How can such a thing change between versions?

Since you can now use glass for towering up redstone, I think it has been changes how glass acts as a block.

Can someone explain this bug better, please? As I read the report, it just means that going through an end gateway can put you on glass, which doesn't sound like a bug to me.
