Sky (notably at sunrise and sunset) overlaps fog underwater

The sun / moon shows through underwater fog if the water reaches the render distance.

What I expected to happen was...:
The fog should overlap the sun/ moon / any parts of the sky so it stays blue at all times without the sun bleeding through the edge of the chunks.

What actually happened was...:
The sun / moon bleeds through ruining the atmosphere of oceans and creates an ugly effect.

Steps to Reproduce:
1. Go underwater in a large area so that the chunks cut off at the very end
