Apart from the fact that this is a client-side issue, not a server-side issue, and already resolved, this is incorrect. The game is not running to fast. If the game has calculated a tick earlier than expected, it'll just wait until the next one should start.
Minecraft is running way to fast (7 ms ticks or 143 tps) it should be running at 20 tps(50 ms ticks)
