The Bug:
Foxes eat honey within bottles instead of drinking it.
Steps to Reproduce:
Summon a fox that is holding a honey bottle by using the command provided below.
/summon minecraft:fox ~ ~ ~ {equipment:{mainhand:{id:"minecraft:honey_bottle",Count:1b}}}Wait for the fox to eat the honey.
Take note as to whether or not foxes eat honey within bottles instead of drinking it.
Observed Behavior:
Foxes eat honey within bottles instead of drinking it.
Expected Behavior:
Foxes would drink honey within bottles instead of eating it.

I have also confirmed in 19w35a that when foxes "eat" honey bottles, they don't consume anything and continuously chew the bottle forever. Whenever they chew a honey bottle, they also get cured of any poison like if a player drinks honey.
Edit: There seems to be a separate bug report for foxes eating items forever: MC-160167
That's because honey bottles are listed in the "Foodstuff" tab. That doesn't mean that honey bottle should be similar to awater bottle.
