The Bug:
Villager spawn eggs never spawn nitwit villagers.
Steps to Reproduce:
Spawn multiple villagers by using spawn eggs.
Take note as to whether or not villager spawn eggs occasionally spawn nitwit villagers.
Observed Behavior:
Villager spawn eggs never spawn nitwit villagers.
Expected Behavior:
Villager spawn eggs would occasionally spawn nitwit villagers.

This is not a bug.
Mojang removed Nitwit Villagers because now we got Villagers for every biome, and they're replacing the Nitwits.
@Stav Solomon I don't think that is true. Nitwit villagers were re-added in 1.11 and still exist as of now. THe issue is is that they cannot be spawned via breeding villagers or spawn eggs.
We already have another ticket about nitwits not being able to spawn by breeding, see MC-156556.
@unknown, this is a valid bug. Nitwits still generate naturally in villages and as zombie villagers, so they have not been removed from the game. Thus, it's to be expected that they can spawn by breeding or by using spawn eggs.
Nitwits can be used for collection, because jungle and swamp nitwits are very rare in the game, you can only get them by curing zombie villagers, zombie villagers have only a 5% chance of spawning, and the chance of spawning nitwit zombie villagers is even more lower.
Exactly what 4ebugger said and nitwits are part of Minecraft's history and earned their place till a bug fired them from the game. Yes they are that little bit of difficulty/annoyance in breeding villagers, so be it.
In terms of declining effort we're not far from the point that a butler will just spawn next players and goes mining for giving them items for nothing. But that's another dicussion... 😉
This issue makes Swamp and Jungle skinned Nitwits the rarest mob in the game!
