The bug
When you try to throw a potion to a horse, the potion isn't thrown.
How to reproduce
Just try to directly throw a potion to a horse when you're close to it.

I would, because you should be able to throw them directly to horses, or just ride the horse not with fists only.
If standing far enough, splash potions can be thrown on a horse, see screenshots.
This is IMO working as intended.
How can this be work as intended? You can throw splash potions to other mobs when you're close to them, but you can't do it with horses, that shouldn't happen.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

sure u can´t because if you throw a potion you are clicking the right mouse button, and thas what you use for hoping on a horse and tame it. And you know you can just hop on a horst and tame it with blank hands. Just step back a bit and you are able to. I would not consider this a a bug.
