Sky color will never change no matter what biome you are in, or what height you are at. In 1.14.4, colder biomes and higher heights will have colder color (indigo) as opposed to hotter biomes and ground height with warmer color (green).
Moving between biomes no longer affects sky color; reproduce the same way as MC-132390 but notice that there is no transition, instead of an abrupt transition.

The height part was intended, the biome part wasn't.
That comment can be read both ways. Were they intended (or not intended) to no longer work now, or were they intended (or not intended) to change before this bug existed?
Fair enough - the change to not change sky color based on height was intended, but it was still intended to change with biomes.
It would have made more sense realistically the other way. (But since Minecraft is just a few hundred metres tall, maybe not)

After playing survival in 19w46b and 1.15 Pre-Release 1, I actually like how this feature is temporarily removed. I would like MC-132390 to be fixed along with this glitch, or alternatively I would like an option to turn sky color off (to simulate this glitch). This would prevent various hues from flashing in my face whenever I explore, and it would be especially helpful since I explore a lot.
