Create a farmland with a hoe
Place flowers and saplings
They do not turn the farmland into a normal grass/dirt block,
while signs turns farmland into dirt block

I am resolving this as Working as Intended for now–based on the assumption that saplings and plants are considered the same types of blocks and that MC-119628 shows saplings are working as intended.
