Torches and scaffolding disappear visually upon placing on leaves

Steps to reproduce:

Get a handful of torches in your inventory, slot doesn't matter.

Put them in main hand or off hand.

Place on the side of leaves of a nearby tree.

Result:

The torch is placed for a moment, disappears instantly. The count of torches in main or offhand goes down. When the inventory is accessed and the stack is moved, it resets to the correct count.

Expected: Torches can not be placed on tree leaves at all.

(Or: They can and work normally then, like with any other block)
