What I expected to happen was...:
I expected soul speed and depth strider or frost walker to be mutually exclusive, meaning they can't combine in an anvil.
What actually happened was...:
Soul Speed combined with depth strider and frost walker.
Steps to Reproduce:
1. Obtain a soul speed enchantment book from bartering or creative.
2. Enchant boots with soul speed.
3. Obtain depth strider or frost walker, and combine it with the boots with soul speed.
Boom. They combine.

Simply put: Depth strider allows you to swim faster in water. Soul speed allows you to run faster on soul sand and soul soil. Frost walker allows you to freeze water and slip and slide over it, which can make you go faster. Now, I could see Soul speed and frost walker going together, but this is Mojang we're talking about. Do you really think they'll be logical and purposefully allow players to combine soul speed and depth strider or frost walker together when the player can't combine mending and infinity on a bow? Both mending and infinity do two totally different things, and yet Mojang made them mutually exclusive. A more logical choice would have been mending and Unbreaking, but no, they had to choose the two enchantments that do two totally different things just to piss the fan base off. Soul speed and depth strider/frost walker do totally different things too, and for now you can combine them, but that won't always be the case. In the end, Mojang will do the next most illogical thing and make this enchantment mutually exclusive with other 'boots only' enchantments.

The mending and infinity thing is because they both allow infinite use, in different ways. Infinity allows infinite arrows, Mending allows infinite repairing. (to be clear, I also don't like this feature, but that's the reasoning).
Soul Speed and Depth Strider/Frost Walker don't have the related purposes like this, you can't use them to achieve the same goal. The basic logic I reckon is that DS/FW are overworld speed, and do nothing in the nether (because water), while soul speed is the opposite, only useful in soul sand valleys unless you specifically make soul sand paths in the overworld.
Why shouldn't you be able to combine it with depth strider or frost walker?
