Mobs cannot spawn with netherite armor. Nothing in the changelogs, spawned thousands of zombies... Nothing.

I think it is best the way it is. Having netherite be extremely rare adds some interest and value to getting it. It would be kinda strange to me to be able to farm netherite armor from a spawner, even if it was extremely uncommon.

Well... it would make it very weird for players to see a mob spawning with some netherite armor in the overworld, before going into the actual Nether. Netherite is suppose to be a rare material in the Nether which can only be found by finding ancient debris or bastion loot.
Mobs can also rarely spawn with diamond armor, so I think they are also supposed to spawn with netherite armor, but of course it needs to be rarer than the chance to spawn with diamond armor.
Pretty sure that's intended, if you want them to spawn with it you'll have to make a datapack
