The Bug
The Ghast Tear is at the top while the Phantom Membrane is at the bottom despite all brewing ingredients being after the drinkable potions in the creative inventory.

The resolution in MC-1797 applies. We may look into improvements to the creative inventory in the future, but will not accept issues relating to the placement of pre-existing items at this time.
My bad, I forgot MC-1797 was already answered by a developer - this is not tracked on the tracker, but the devs will look into the whole order at some point.
