The suicide "/kill" command does not work for players who are not op. In some cases this is the only way to get one's self out of certain situations, and I find it quite useful.
This command has often gone back and forth between op-only and not op-only, I think when this bug is fixed a comment needs to be left somewhere in the code to make sure this doesn't keep happening.
**NOTE:** The /kill command does NOT take a parameter, it can NOT be used to kill other players, it always kills the person who types it.

I believe it's intended. It's not survival functionality and not allowed in survival (unless you have cheats on). It can be used in many negative ways and seeing as you can't ever put yourself in a situation you can't escape unless you manage to get stuck in a two deep bedrock hole without blocks, I don't think it's needed.
I'm going to mark this as working as intended because of the fact it has been switched to and from, and because it doesn't fit survival.

It has been available to non-mods for many versions without supporting griefing or other negative activities, I think there is a misunderstanding of how the command works.
that is also a server rule in some cases. If you want non-ops to be able to use it, it has to be setup server side. and the reason is /kill can/use to be able to kill entities as well as the player and in some case still does if the server is set up to. That is how it can be used negativly (i.e. killing another players farm animals)

Nicholas, it allows players to force respawn, among other things which isn't part of the vanilla game.
OK, if that's the official determination. It's been part of vanilla for non-ops for many versions, sad to see they changed their minds about that.
Correct. I'm sorry... I completely forgot the rules are on Mod (Bukkit). could have sworn there was a White list file and Server file that you could set the game rules for your basic Vanilla Server.
I don't think this will be considered a Bug as its a serious command. It can be used for griefing other players. I would only want this to be an OP Command any ways because if you are not OP then you don't need commands in the first place.
