Rain/snow texture changing drastically when moving vertically

Moving up/down in 1.16 Pre-release 1 during rain/snow causes the rain/snow texture to jitter, or perhaps change Y cordinate.

 

Would probably be hard to see during survival gameplay, as rain moves quite fast. I was only able to notice when I jumped from a cliff while looking up, expecting to follow the rain downwards as I used to do in previous versions, but jarringly noticed that the rain was changing and flickering constantly.

Latest nvidia drivers, 446.14. Happens with both fancy and fabulous graphical settings.

Surprisingly enough, after testing this in various versions I can confirm this issue is present since Minecraft 1.9, it's just that this bug wasn't reported back then.

Update: This bug is a side effect from fixing MC-50559, so they are related.

Update 2: A way to fix this bug would be to revert the other fix, as it is the easiest way considering this bug is more critical than MC-50559. After doing lots of tests, there is also a way to fix both bugs but it's more complicated.

Update 3: Also can confirm in 1.20.2.

This can be easily reproduced in modern versions by running /tick freeze and moving vertically.

Also, this does happen when moving horizontally, but more subtly (most raindrops will remain in place.)
