[MC-189641] Unable to summon Wither in survival minecraft

Building the traditional Wither structure using any combination of soul sand and soul soil in survival or creative won't spawn a wither.

I have found an issue where the wither won't spawn with snow next to the soulsand. I am running java Minecraft on windows 8 latest version of java 64 bit. I am in normal difficulty. I wonder if this was the issue? If so should I create a new report?

No this Works as Intended. Anything next to the creation of a Golem (even snow) won't make the golem.

There can't be anything blocking the wither. Snow layers aren't an exception.
