[MC-190763] Rain particles don't appear on blocks placed at y=-64

The bug

First noticed in 20w06a, rain particles no longer appear on blocks placed at y=0. This seems to be somehow connected to the fix of MC-131770.

When fixing this issue, care should be taken not to re-introduce MC-131770.

I can confirm that this issue was present in 1.18 Pre-release 2, but no longer occurs in versions above or equal to 1.18 Pre-release 3. With that being said, this issue has been fixed in 1.18 Pre-release 3.
