Observers pulsing when using /setblock

The bug

When using /setblock to setblock observers it makes a redstone pulse. This did not happen in Pre-Release 5.

Confirmed/Reproduced in 20w27a.

Isn't this as intended though? when you push observers they also emit pulses.

Observers don't pulse if you place them by hand, so they shouldn't pulse when you place them with /setblock.

I made the duplicate report and although this one hasn't been updated, this still happens in 20w28a.

Can confirm in 20w51a.

Can confirm in 1.16.5 and 21w08b.

Can confirm in 1.17.1.

Also happens when using /fill, but I don't know if that is intended.

Can confirm in 1.19.2.

This is fixed with the addition of the "strict" option. Now whichever behavior is preferred by the user can be selected.

If in fact this issue only started appearing in the 1.16 cycle, then considering an observer-specific fix will be needed anyway for observers loaded at worldgen (see MC-133149), I would say this may still be a valid issue. Also, fixing this would presumably fix [MC-195210] as well.
