The groin area of the netherite leggings looks almost like a texture error occurred and just cuts off to a flat grey texture at the waist of the player. Not sure if this is a bug or just a visual glitch.

The reporter is referring to the fact that this area is just a single colour, and that it looks like it could be a mistake - I do believe it's likely intentional.
