An enderman teleported into the water. I would expect that it teleports immediatly away. Instead of doing this, it stands a time standing in the water and taking damage. Then, It teleported to another place in the water and stands there a time. then, it teleports away. This all happened in daylight.

I can reproduce this issue in 1.17. Just push a Enderman in the water. You can spawn the Enderman in.
Can confirm in 1.17.1 and 21w37a. This does not only affect water, but all blocks that cause damage; this happens especially if there are few available blocks to teleport to.

Endermen can even walk towards the player in water while damaged, if they were pushed there by other mobs
