Villagers not picking up food or breeding

My villagers aren't picking up food or breeding at all. Not even my farmer.The farmer is not replanting or destroying any carrots. He isn't throwing food to the other villagers either. I've built ImpulseSV's villager breeder (https://www.youtube.com/watch?v=VTseLpa9Iyc&t=289s) here are some pictures of the farm below

Hi there!

When you run the command /gamerule mobGriefing, does it say it is set to true or false?

If you do F3+G (Show chunk borders), are the villagers and farm in the same chunk? I've had issues with them not 'seeing' the farm area in that case.

Set it to true to allow villagers to change things in the world.
