Villagers don't gather near bells during their meeting periods

there we go, one without optifine in 1.16.2 with the f3 debug screen enabled. Sorry for being a pain lol.

I affected the villagers with glowing so you can see where they are during meeting period (time set 1000) and the lime concrete represents where the bell is.

Where is the bell, and is it accessible to the villagers?

I just checked and they still just stay in their houses and chat rather than going to the bell

Does this issue still happen in 1.19.3? If yes, please update.
