If you hold a keybind for more than 2-3 amount of seconds, then try to switch to another keybind for a different slot, then it will not allow you to.
Example:
My food keybind is X
My fireworks keybind is a mouse button.
It is a muscle movement that I hold onto the X key for a few seconds while I eat, then I switch to my fireworks. It doesn't let me for a few minutes. This can cause some people to die, and even if I am eating, and I switch to my sword (1) or axe (3), it still does it.
P.S I tried looking up this bug and did not find anyone that said anything about it, but it could still be out there.
another P.S, this also happens not on fabric, i tested it and so did my friend.

This is a Client Side issue not Server Side, if he holds his food hotkey then taps his sword hot key the game spams the one held and extreme speeds therefore not being able to swap to his sword.
edit: tap the sword key twice or hold it
Please provide a screenshot of your game right after you were able to reproduce the issue with the F3 debug screen enabled.
I provided a picture of it. (this is in vanilla Minecraft on a different pc then I originally reported the bug, and it still happened.

However, this report is Invalid.
The server you are experiencing this issue on is heavily modified by software such as Spigot, Paper or similar.
If you can reproduce the issue in a vanilla server environment, please create a new ticket - this is a bug tracker for the game, and not a support website.
Any non-standard server issues needs to be taken up with the appropriate third party development team, not Mojang Studios or the Bugtracker.
Any plugin issues need to be addressed to the creator of the plugin.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run even more extensively modified server software.

I added a new screen shot. It happened again on a single player world on vanilla Minecraft 1.16.3, no mods.
